Yes.

He's a good scientist and mediocre administrator. Should have stayed with science, IMO. I mean mediocre because he will step beyond the line that his subordinates are willing to cross, exposing them to the same scientific and technical ridicule that he receives even if they don't want the exposure. On the other hand, he is unlike the overwhelming majority of academic administrators and is willing take big risks. So far he has been vindicated.

He severely pisses-off USACoE people because he boldly crosses the line from science to engineering. For about 12-15 years he has been telling the Corps, the City of New Orleans, and the State of Louisiana that they are full of crap and so far he has made it stick.

Personally, I would not be comfortable speaking as definitively concerning problems and solutions as he is. But I give him credit for his science and his bravery.
