Cell phone tele-marketers

I got an email purporting to give a number to register your cell phone so that telemarketers cannot call. Is this on the level, or is it a scam?

According to the email the telemarketers can call starting in 5 days, and you get to pay for their call.
I have not heard of this before so I am a bit skeptical.
