Chomsky's spilled a lot of ink over Indonesian transgressions and he got himself in a sh**load of trouble over defending freedom of speech against French attempts to quash it.

I'm not sure Chomsky would think citizens have an obligation to speak up just when the government is not acting in the interested of the governed, unless inflicting harm on foreign people is included within the category of the 'interests of the governed'. I think it probably is included.
