There's an idea.
Actually, I think it's been done (repeat rapist, some years ago). Except they let the guy keep "it", and removed "them".

It's a testosterone thing.

Works for me, give them a chance to change there act. If they are serious while in prision they will reform themselves. If not shoot the repeat offenders.
