That is a hoax. It's not a complete circuit and there is no way to instantly generate enough current to power those items simply by lighting the wick. I'd bet you there was a power lead installed to each candle during the screen cut.

You can see the leads go out of the picture when the bulb lights. They should have put a pot in the REAL circuit so the bulb would gradually glow as the candle was lit.

Besides not being a complete circuit, wax is an insulator. In any case, there's no way to generate electricity that way anyhow, no matter what connections or whether the circuit is complete. How is one candle positive and the other candle negative?

It's an amusing parlor trick, though.
