My thought was that it's sad that we now have to pass a law requiring bystanders to help someone like this.

They were probably moving their pot plants out the window and down the fire escape, and were therefore way too busy to make the call.

Because in todays society, if you are injured and I stop to help you.
Because of my actions you survive, but horribly disfigured or an invalid, so you sue me.
So if you get involved you risk consequences unrelated to your being a good samaritan.

I don't agree with the above, but unfortunately it has truths.

Someone should have called th cops though.

Tough area's are like that. I suspect she was living in a rough area, low income, maybe drugs and gangs. People don't tend to see or hear things in areas like that.
