Flood insurance is the biggest reason. If people who live on the coast and in floodplains paid the full value of their own insurance they'd move their butt's out. But as long as we subsidize their chosen lifestyle, they'll live it.

Now, about taxpayer subsidized medicine -- think the psychology is any different?

How does living in NOLA differ from the west coast and earth quakes, the SE and hurricanes (how many billions have been pumped into FL over the last decade or 2?), the mid-west and tornadoes? If we take out all the places that have recurring natural disasters, we will all be stuck living in AZ, NV, NM and maybe a few other places. All the cool places will be off limits except for the rich.
