Perception of what is propaganda to you is different from others, what you deem as propaganda is another person's truth and what you think is right is another person's propaganda.

I think the film has weaknesses insofar as it doesn't address the justice of the war, but it does a pretty thorough job of documenting incompetence through interviews with people who were involved in post-war rebuilding.

Point is the word propaganda can be liberally used to put down any opposing point of view, its a common practice which has been done throughout history. The term terrorist were coined against Indian freedom fighters by the ruling British and I am sure the Brits had choice word for the US freedom fighters as well. To any Brit, anything against their agenda was propaganda in every sense.

'propaganda' - according to Merriam-Webster: the spreading of ideas, information, or rumor for the purpose of helping or injuring an institution, a cause, or a person

In effect, any non-neutral statement by anyone can be construed as propaganda.

I'll see it eventually, FWIW here's the brief review from the link in the OP:

This was, bar none, the most informative and analytical documentary on the war in Iraq I've seen thus far. Missing is the leftist rhetoric and cleaver edits of Michael Moore (before I get tons of hate mail: I usually agree with everything he says, I just disagree with his method of presentation). In their place are the plain unadulterated cold hard facts (think Frontline), which are more than damning enough. Think of it as exhibit A in the trial of this administration in the court of world opinion. A must see for anyone who still feels that this country is worth living in (although you may find that conviction waning upon exiting the theater).

I've read other similar reviews.

Much of the post war rebuilding effort was incompentent beyond belief. Rajiv Chandrasekaran's book "Imperial Life in the Emerald City" lays out amazing tales of wide eyed Bush league repo delusion in that category.

Neutrality is again a relative issue. What appears neutral to you may not appear neutral to others.
