It's there. It just doesn't have a cocking spur, so as to not snag in a pocket - an early alternative to a 'hammerless' revolver.
To cock, one pulls the trigger slightly to raise the hammer just clear of the frame. Then one can grip the serrations at the tip of the hammer to pull it fully back. Or one can simply pull the trigger for double-action use.
