Only problem with an 02 is that you are going to have a hard time checking if the CPS is failed or not. If the CPS is dead in earlier trucks, you can simply crank it and if the tach doesn't move, the CPS is likely the culprit.

7.3s are very rare in Excursions. Usually they are driven into the ground or the owners kept them. Sometimes the owner gets itchy and decides he wasnt's something like a 6.0 and sold it. If so, you are lucky

I'd run like hell unless you can get a good mechanic to give it a comprehensive look over.

Price seems high, especially at this time. A friend of mine does the vehicle condition reports for a local auto auction. He told me that full size vehicles are not moving at all. He told me of a recent sale--2002 or so Ford F250 Diesel, 4 door cab. Very Clean. It auctioned for about $2500.
There is also a 96 F250 diesel extra cab, also very clean on the side of the road for $4000.

The price of fuel is simply separating those who merely WANT HD trucks from those who NEED them.

Wow, how can I get in on this? I will look at some local auctions, but there are not many. Got a link to the auction? Maybe a road trip is in order.

There are many auctions. The trick, if there is one, is to get in on the dealers' auction.
The onehere, local, is Bel Air Auto Auction. A yahoo! search on that name should point you in the right direction.
