Heavy acceleration problems

In my 1989 560sec when I step on the accelerater all the way to the floor my engine does not respond. If I lift off the pedal a little it accelerates normally but I am unable to get maximum acceleration because when I step all the way on the pedal the engine flutters as if it does not know what to do. Does this sound like something an average mechanic could tackle or do I need to take it in to get serviced?
