The problem with HID conversions is that there is a difference in the shape of the light source between the HID bulb and a conventional bulb, and the headlight reflector needs to be designed for the bulb it is to be used with. A halogen bulb has a filament, which is essentially a short line of light, whereas the HID bulb has an electric arc, which produces an arc-shaped light source. The HID light source is not in the proper location for correct beam focusing when the optics were designed for the straight line of the conventional bulb.

I read a study somewhere that took cars with properly aimed conventional headlights, measured the beam characteristics, then installed aftermarket HID bulbs and remeasured. The conclusion was that putting HID bulbs into headlights not designed for them resulted in too much light going into the wrong places (like other drivers' eyes). Look closer next time you see an F-150/Suburban/Honda Civic with blue headlights; it looks like the light beam is off focus.
