OSHA regulations apply to businesses with a certain number-I forget how many-of employees.
Here in enlightened PA, failure to wear a seatbelt is only an offense when concurrent with a ticketable violation.

Thanks, but the OSHA reference is an old private joke related to a certain member's Walter Mittyesque tendencies.
