OSHA regulations apply to businesses with a certain number-I forget how many-of employees.
Here in enlightened PA, failure to wear a seatbelt is only an offense when concurrent with a ticketable violation.

I've never been specifically penalized for mouthing off to a cop in the past.. Is there even a set of official charges for mouthing off, or being smart with the cops?

Lets try an experiment. Send them a pic of you giving them the finger and see what happens.

Because you haven't met the cop that wants to screw with you yet. Keep it up and you will.
