I think you're a bit confused about how the Fed works.
The Fed is entirely apart of the government, however control of the central bank is separated from the main branches of government because this allows the bank to maintain "sound" economic principles by not falling prey to the political pressures of Washington. Contrary to popular belief, the more independent a central bank is from the government, the lower the inflation is. http://ideas.repec.org/a/mcb/jmoncb/v25y1993i2p151-62.html Here is a paper I had to read in one of my monetary policy classes by Alesina and Summers highlighting the trend between more independent and government control banks. Page 155 has some graphs comparing independence vs inflation. There is a difference between monetary (fed) and fiscal (government) policy. The Federal Reserve Chairmen and its governors (Bernanke) are hand picked by the president and all report directly to the senate committee on finance. They all have 14 year lengths terms. Their positions have to be confirmed by the Senate and they cannot be removed from their positions due to opinions on policy. There are a handful of positive things that a less valuable dollar can do for our economy. For starters, it makes US exports cheaper to other countries bolstering the manufacturing sector. However it can also cause the price of oil to rise since oil is priced in dollars. Cheaper USD to other countries means cheaper oil. "Good" monetary policy is hard. There are multiple paths one can travel down that can be good, but hurt other industries and since there is no right answer there is no panacea to our economic troubles.

Oil really does not end up cheaper for other countries, the price rise in oil is often merely the balancing out of a drop in the value of the dollar, so the only loser is us, while to other nations the price of oil has, in relation to their currencies, remained the same. Since dependence on foreign oil is at the heart of just about all our problems, I think that's a good thing, and that, like the Europeans, a heavy tax on the stuff should be applied as well.
Most Americans are utterly stupid when it comes to the economy. Health care, for example, is 15% of GDP in the US, and 7% of GDP in Germany. That means Germany has 8% of it's GDP to invest in industries that provide more jobs, while in the US, that 8% is going to fat profits for insurance companies and to general administrative waste. Couple that with Germany's lower dependence on foreign oil, and you can see why we are getting our brains beaten out, our investment capital either goes down the health care rat hole or down the foreign oil rat hole. And we seem powerless to do little about it, except for monetary shenanigans. |
