One event in 1990, on July 25, 1990, Ms. April Glaspie, the U.S. Ambassador in Iraq, apparently told her Iraqi counterparts that the US had no opinion on the "Arab - Arab" dispute between Iraq and Kuwait (Iraq claimed overproduction of oil and slant drilling). It does not appear that the US took the opportunity to communicate a direct concern and warning to Iraq over it's military build up at the border or that it would support Kuwait in the event of invasion.
