Paul doesn't want to "legalize" drugs. His platform supports federal decriminalization, allowing the states to enforce their own drug policies. You should be so lucky to have federal decriminalization. Portugal decriminalized several years ago in response to a national crisis of drug addiction. Their current use/abuse statistics make us look like we're trying to enforce addiction.
