Thank you very much for the links folks - I'll look through for a likely suspect.

Why does a bike like that need a steering damper?

As it is a 3 wheeler =>

When one enthusiastic 3 year old climbs in it tends to want to steer; because the steering headset (positioned between the two front wheels) is slightly inclined to get that bank around a corner effect => the back wheel tilts slightly in the corner... If the steering starts to steer then it kind of has a broken back effect as the front wheel on one side attempts to get closer to the rear wheel. It gets really unstable just as the child climbs in...

...now imagine what happens when you get two enthusiastic 3 year olds climbing in...

(and no you can't coordinate twins to get in at the same time on either side - take it from me!)

...and now imagine how it is when two enthusiastic 3 year olds climb in with their 6 year old brother!

Maybe you've got the wrong weight of oil? http://www.johnny-loco.com/shop/Download/manuals/Manual-Cargo.pdf

Steering Damper
In order to assure the stability of the
cargo cruiser steering Johnny Loco has
used a steering damper. The oil damper
is adjustable, by moving the ball joint to
another position under the box (closer to
the bottom bracket is lighter, further from
the bottom bracket is heavier.) Adjust this
at a Johnny Loco dealer. It is possible that
during the summer and winter a different
position is need with regards to the
viscosity of the oil inside the damper.

If it's made to have the oil changed, that means you can rebuild it; make it better, faster, stronger...$6 million later...

These guys list a $155 damper as a part, maybe try bakfiets.nl and see if they have something compatible? Bullitt Cargo Bike | Dutch Cargo Bike - Australia & New Zealand

Thanks Yak - the seals have gone on the damper. The ends of the damper are crudely spot welded in place - it wouldn't be easy to dismantle and repair.

It is looking like I'm going to have to spit up some blood and get a price from the manufacturers of the bakfiets... I'm going to ring the bike shop this morning - it was closed on Monday (welcome to the Netherlands!).

This has been marked up as yet another reason to buy a lathe. I could so easily make my own - and it would have been a nice enjoyable science project.

I can only find the really expensive ones on line. I'll swing by a scooter shop on the way to the engineering supply firms tomorrow to see if I can get an equivalent bit.

Update - I finally got a price for a new part from Johnny Loco - they want 72 euros + tax for a new one and the delivery time will be about 3 months...

...it is just a piece of junk - can you feel the quality sir?

I'm looking into the other options you guys posted up - thanks for the help.
