Uh, to understand H.R. 5854 you would need to read it. It quickly becomes apparent that it was written by someone who could care less about the Military and the US Budget.

But it sure sounds good in the Press Releases.

The first thing that jumps out at you is that for all the big numbers it has it also says that the funds will not be available unless they can be cut from another program.

So what we really have here is a Bill not to improve the Military but to destroy other programs.

Yup. You can tell this was written by a Republican.

You know, a person of character and..... Oh, forget it.
