All three services except the marines always cut people first. They can keep the inanimate assets (including general and admirals) they cost nothing tpo maintain.
Then when they are in trouble, they recruit young dumb people who often make mistakes, then hire contractors who are retired guys to "fix" it.
I have seen this a zillion times.
