Phones aside, as I understand it if you randomly got a 20%ish pay cut things would become a but tight if you're a young'n. I know I'd have to cut back on some hobbies if I lost 20%

When my 2 days furlough per pay period kicks in I will be selectively "voting" with my money even more closely as to who gets paid and who will have to wait for "their" money or any further expenditures as a customer. Its called trickle down economics and it works both ways.

Its a tax, sorry "fee", being levied by the FCC to subsidize phone services for the needy and the program is being abused by unscrupulous promotion and lack of oversight in managing the eligibility issues. It is indeed controlled in proxy by sitting Presidents through commissioner appointments to the board. Currently Democats have 3 seats and Republicans have 2 seats. Please tell me that you believe the current President has no sway or influence on the running of this agency.

The Federal Communications Commission (FCC) is an independent agency of the United States government, created by Congressional statute (see 47 U.S.C. § 151 and 47 U.S.C. § 154), and with the majority of its commissioners appointed by the current President. The FCC works towards six goals in the areas of broadband, competition, the spectrum, the media, public safety and homeland security. The Commission is also in the process of modernizing itself.[3]

The FCC took over wire communication regulation from the Interstate Commerce Commission. The FCC's mandated jurisdiction covers the 50 states, the District of Columbia, and U.S. possessions. The FCC also provides varied degrees of cooperation, oversight, and leadership for similar communications bodies in other countries of North America. The FCC is funded entirely by regulatory fees. I like to think of it as your (generic) party sucks every bit as much as the other guy's party.

...and you were the one who posted that anecdote as proof that Obama is responsible.

My suggestion is that your friend is uninformed, despite being a recipient, and you are one step further removed.

It may well be that people getting these phones believe Obama is responsible, and there may be people telling them as much....


Who Pays for the Lifeline Program?

All telecommunications service providers and certain other providers of telecommunications must contribute to the federal USF based on a percentage of their end-user telecommunications revenues. These companies include wireline telephone companies, wireless telephone companies, and certain Voice over Internet Protocol (VoIP) providers.

Some consumers may notice a “Universal Service” line item on their telephone bills. This line item appears when a company chooses to recover its USF contributions directly from its customers by billing them this charge. The FCC does not require this charge to be passed on to customers. Each company makes a business decision about whether and how to assess charges to recover its Universal Service costs.

Some serious credulity here and there. Someone on Mitch McConnell's staff wrote a letter on behalf of a constituent to Elizabeth King, the Assistant Secretary of Defense for Legislative Affairs, expressing serious concern about prisoners at Gitmo being given full GI Bill benefits:

There's no way anyone could take it seriously, not with headlines like "Method Actor Prepared For Bin Laden Role By Founding Al Qaeda Cell, Blowing Up Bus Station" and more.

The lifeline program is administered by USAC.

I'm not familiar with the shenanigans at USAC, but there certainly are some.
