I think you have the details of the MOVE fire wrong:

MOVE - Wikipedia, the free encyclopedia

Every other report I can find or recall refers to a bomb, not to tear gas cannisters.

You are right My Memory is off. However, reading what did happen sounds worse than what I thought happend!
Perhaps Bomb with out our realizing it Bomb dropping Police have already set a precedent to justify the use of Drones in the US.

"In 1985, the group made national news when police dropped a bomb on the Osage house from a helicopter in an attempt to end an armed impasse. The explosion killed 11 people, including five children and the group's leader, John Africa. Only two occupants survived, Ramona, an adult and Birdie, a child. In addition, 65 homes were destroyed as the entire block burned.[2]"

Apperantly I blended the Police shoot out with the SLA and the Move Incident.

CS in open air is not flammable, however The quantity of CS dispersed at Waco combines with the dispersing agent was very hot and flammable we witnessed this when the battle tank torched the compound.
