state didn't do this, a private citizen did, in order to help people who live in a high crime neighborhood.

Sorry, but you are not being logical. The quote that I responded to, proposed that Texans should kill each other because they are Texans. The OP simply thought that it was a good idea to offer to help people defend themselves.
