Yes it does. They keep saying on TV that less and less People have most of the Country's wealth so there is less of them to be audited.
Then the Wealthy pay someone to do they Taxes and if there is a disparity in their Taxes the Wealthy Persons do not get personally blamed for the disparity.

On the other hand there is an ever growing list of Poorer Folks with less middle income Folks.
