Question about drug culture

We've got a problem with some kind of drug dealing(?) occurring in a carriage house on our block. Been working with the landlord for a few months trying to resolve it. Unsuccessful so far. Last weekend while we were out of town, neighbors called the cops and 4 people in the house were arrested on felony warrants. But whatever was/is happening continues. I'm not sure what it is. Neighbor says cops told him it was a 'flophouse' where people go to shoot up. That doesn't make sense to me. Here's what has been happening: People show up and park on the block, they text and wait sometimes for periods as long as half an hour or more. Then they go to the house and either come out soon and drive away or stay for a while. This happens dozens of times a day. There is a small group of people who seem to stay at the house. Some of their license plates are from out of state. Does anyone know what's happening? Why are people, parking, texting and then waiting before going to the house? This does not seem to me to be the kind of practice associated with a 'flophouse'.

By the way, the people in the house have set up a surveillance camera pointed at their front door.

What's typical about people coming to a place, texting, waiting outside for a period of time and entering? Why not go right to the door?

No ladies involved, although I did consider that possibility for a while.

Looks like a place where drugs is sold and where junkies can shoot up. Heroin, thanks to the pharmaceutic industry, has made a huge comeback.

To the dons point, you'll probably need evidence before pd will get involved. The surveillance camera is a good first step on the landlords part. I don't understand how the landlord can be oblivious to his/her renters? Does he/she not care or partake in the activities as well?

does seem like they are selling weed...so when people are waiting in the car is no one home? do they say "thanks man" when they leave ? do the people who live there use the word man a lot ?

Landlord didn't install the camera. The tenant(s) did. They have an interest in knowing who's at the door before answering. Not sure why the landlord hasn't acted. Told me last night he didn't know he could evict them quickly. Hard to believe. They do pay their rent.
