Russia Provisionally Banned From Track & Field

The council for the I.A.A.F., the governing body, chaired by the new federation president, Sebastian Coe, met via teleconference on Friday and voted on the suspension by a 22-1 margin. Mikhail Butov, a council member from Russia, was allowed to state the case against a ban, but not to vote.
“We discussed and agreed that the whole system has failed the athletes, not just in Russia, but around the world,” Mr. Coe said in a statement. “This has been a shameful wake-up call, and we are clear that cheating at any level will not be tolerated.”
