Already done years ago. Typically so far they have always been too much of a compromise. Usage as a car will probably be counted in the log as operational hours and mandatory inspections needed too frequently as a consequence.

The complexity of a safe vehicle that performs both tasks are big hurtles ,designers will be faced with alot of unique problems .A crashable/survivable cabin as its road safety requirment will be NUMBER one for every day road travel .A certain criteria for flight will also need a look ,gainable safe excelleration and landing ability is acheived through how weight plays a part in this aircraft design. Weight ,power ,durability,range would be a good start for the planning board ,perhaps a NASA engineer could take a stab at it.
