Does anyone have a suggestion for hardware and or software to help with diagnostic work on my 1995 C220. I don't want to spend $500 but I also don't want totally useless junk either.

You get what you pay for. I would suggest looking on E-bay for a used Snap-on MT2500 scanner. There are plenty of them out there, they are always updateable and they really do set the standard for scanners.
