Having a cracking noise in steering wheel - posible causes?

I am having a cracking noise in steering wheel when I turn 90 degree and more. It is no noise if the angel is less then 90 - it is no noise when I change lines. It is no losing in steering.

Is the fuse box connected right before a blower motor?
Is it right to test the fuse connector against Ground (-) of battery? So, if I have 12V there my blower motor is bad?

Where should I "disconnect connection at fan motor and check to see if you have power"? How can I reach it? From under a hood or from inside?
