Remove your shut off valve, like stewart says, and make sure it is not interfering with the fuel rack.

There is obviously an issue with the fuel...

put a good European engine in, but before you do it, reseal the motor. M110 is rebuild-able if the block isn't messed up, but you will need a lot of expensive stuff.

On the 3.5 the engine will run off of residual pressure and fuel vapor through the fuel return network. It will die as soon as you put it in gear, but it will run.
