260E Power Steering Question

I was checking my fluids today (ATF, Oil, Brake, coolant, ect) and when I went to read up on power steering fluid levels because my car makes this god awful whining noise whenever I turn, I found that the manual didn't offer any information. When I opened the power steering thing, there was barely any fluid covering the plate that said "main filter". I was wondering if my car was actually missing the main filter because it looks like there should be something there (why would there be an empty canister?) or if that canister should be filled with fluid. Once I locate my digital camera I will take a picture to clarify what I'm talking about.

Perhaps you were looking at the filter, thinking you were looking at the bottom of the reservoir.
