High idle re-visit, please help

Upon start, my car will idle at 1200 RPM. When it reaches 80 C, it will drop to 1000 RPM at P and 750 on R or D. I got 5 ohm on ICV, 3.8 V when it runs at 1200 and 4.5 V when it runs at 1000 RPM.

It should not be OVP because I am getting Voltage to the ICV. I could not find any leak with spary carb cleaner method. I shorted out TPS idle but it did not lower the idle this time. The car runs pretty smooth so it should not be oxygen sensor.

I am lost and confused. Could I just drive the car with such a minor high idle? Other than wearing out brakes, does it harm transmission? Any other down sides?
