I'm not getting very hot air in my non-a/c euro box.

How to I test the valve behind the firewall (its grey)?

There is a red vacume tube comming out of the top of the grey valve behind the firewall if I take that off and hold my finger over the apature the "valve leg" will stay up, it drops when I take my finger away. Does this mean the valve is okay or broken?
