Disconnect the phone wire at the fuse (passenger compartment end). Very likely there is a bare wire end under the console somwhere that is shorting out, and this can kill the OVP, too.

Peter, please explain in more detail. Which wire is the phone wire? I think there are several that go to the telephone fuse block.
