Cahnging timing chain fastner and hydraulic valve lifters

Could somebody please tell me the proper procedure to change the timing chain tightening device and hydraullic valve lifters in a E 300 D 1995. Is it a risky job. How does one come to know that the tightening device and hydraulic kifters need replacement.
