Car won't start, and it's 10 degrees outside

I have a 1993 4Matic 6 cylinder that won't start. Here is what happenned right before the car stalled. I was accelerating onto the freeway, and the transmission kicked down one gear (I was going about 20 mph at that time). About 15 seconds later the car stalled. The car would not re-start yesterday, and not this morning. I checked the spark plugs, and I am getting a spark. I checked the fuel coming into the injectors (I have the old CIS type fuel injection), and some fuel is coming out sometimes, and sometimes no fuel seems to be coming out.

Could my problems be related to having kicked down the transmission while accelerating?. Also, could it be the fuel pump or relay?. What is the best way to diagnose. thanks....doug
