Or ..... if you are using Windows XP you use the resizing feature from the menu when you right mouse button click on the image file.

If you do not have this feature installed go to XP Power Toys Dwonloads (Microsoft.com) and find the link on the right hand side. Click on the Image Resizer, download it, double-click on it and it is installed.

Find the image(s) you need to resize, right button mouse on it, choose Resize and then choose the smallest size.
