hard starting at 24C

My 94 E320 has a new battery, new Bosch copper plugs from Fastlane and starrts easily above 24C as shown on the outside temperature readout on the instrument panel. At 24 C and below it takes several seperate cranking attempts to start with a little assist from the throttle. Any ideas?
