Oil Filter Housing 560 vs 420

Oil Filter Housing 560 vs 420

Please see the attached picture of the oil filter housing openning on the crankcase of the 560.

What is that bolt/spring at the lower right arrow? What does it do?

I am working on the 420 but I do not see this bolt/spring. Don't the 420's have this? or mine is missing.
