85 500SEL No Power Cold

85 500SEL No Power Cold

When cold the car will not get out of it's own way. Stalls when the throttle is cracked. Idles ok but only 1000rpm. Definitely feels like a fuel problem. Any ideas on how to diagnose this problem? Car has 217k.
