The condition you describe is what I would know as SURGING. There have been many posts here on that subject. I would go to the SEARCH facility and key in SURGING, then select TITLES ONLY.
Regarding the ICV. Some seem to think it causes stalling, but after reading what M.B.DOC had to say in the thread below, I would wonder if it's not the cause so much as the device that's responding to a lack of or incorrect sensor input. http://www.peachparts.com/shopforum/showthread.php?t=71956&highlight=throttle+valve In other posts, you'll learn that getting one side of the ICV hose back on a 103 motor is a pain. I believe you have a 102 motor which is simply 2/3's of a 103 motor, so you might have the same experience. You could also do a SEARCH on ICV and learn a lot.
