82 380 SEC No Start

I am experiencing a no start situation with a 1982 380 SEC. The fuel pressure at the pump is about 75psi. The pressure at the control point (top of the fuel distributor) is bout 15psi. However, it appears fuel does not get to the injectors enough. I disconnected frequency valve, but still no start. Check for power at the frequency valve, but could only see ground.
There is adequate sparks from the ignition. Plugs are not fouled nor do I see any indication of running lean.
Any idea?
