103.983 engine? - what is HP ??

103.983 engine? - what is HP ??

Found a metal tag wedged under the drivers seat in my JUST AQUIRED 1986 300E -- It show the VIN # and several other numbers including 103983-12-040I91 is this the engine type and if yes is this the higher compression ratio and HP engine ?
ALSO on this tag is # WDB124030-IA-308340
Would very much appreciate if anybody would tell me what hese numbers mean because it could make it easier for me to order parts in the future.
