Air conditioner fan speed problem

Hi,

I have a 97' E320 sedan. I notice that the fan speed of the air conditioning unit will not go to high. The display on the A/C control will show the speed is high but the fan speed stops increasing at around medium speed. What is wrong? It is an expensive repair? I checked all the fuses, they seem to be ok. Thanks!
