Blower fan problem

On my 1992 300SE, the blower fan stopped running. Following conventional wisdom, I replaced the regulator, supercleaned and tightened all connections. Result...still no fan. The motor is fine when 12v is put to it and with everything hooked up I get a very low speed out of it but that's it. The regulator also gets very hot, is this normal? Any ideas?
