Exclamation harmonic balancer and tdc

after doing a head gasket and you are setting the cam to tdc do you need to bother the harmonic balancer?

Tdc

You need to set the cam alignment mark at the alignment mark stamped on the head while the TDC mark on the harm balancer is aligned with the pointer on the block. The ways these are shown on the engine varies with the year of manufacture

what about a 91 300e?
