Help identify mystery wire

Ive been having problems with my new headlight assembly, and started to follow the path of its wieres. When I pulled this out from behind my battery. Green wire with a fuse. I found it with an exposed end and a few cuts on it. Taped it up, and tried to ground it in various areas thinking it might solve my whole problem. That did nothing to help, so I just taped it up and tucked it behind the battery agian. Any ideas what it is and where it might need to be connected to?

it could be anything, i would say it is not factory, but for an aftermarket item.

there did used to be an old school car phone in it. It must be that then. Im just trying to rule out any reason for my headlights to be acting funny.

Germans don't install wiring that messy and certainly nothing with glass fuses.

It's some accessory previously installed.
