Washer Tank Heater?

Needed to change my 94 S class washer pump grommet and when I changed it I noticed another thing a ma jiggy with unconnected wires sticking out of the tank which I think mite be some kinda heater for the washer fluid. My question is where do these wires go and how do I test if its working?

The heater for the washer fluid in all of my cars is part of the engie cooling system. In my E's, 190, and SL, a radiator line goes into that washer bottle, through some metal piping, and then back into the system. Perhaps those wires are part of some sensor.

It can't be the level sensor because the wires to it aren't connected and the level sensor works.
