High Idle - 420 SEL 1989

High Idle - 420 SEL 1989
Idle has always been around 1000rpm, but recently has been going up to 1,500 instead.
When in drive but not moving (auto transmisson engaged), idle goes down to about 700-800 rpm.
When disconnecting idle control valve while running, rpm goes up significantly more than 1500 rpm.
'Not sure if it is the valve or the unit control or something else. Any ideas?
Do you have the resistance specs on this type of valve to check that out?
