Can you sense that anything is running at all when you're trying? The fact the windows don't lower themselves makes me think it may be the switch. You ARE pulling rearwards on the switch correct??

i do not sence anything is happening. the lights on the switch for the top and rollbar stay light at all times, and they should only be lit when switch is engauged, correct?

Yeah that's right. OK, have you checked fuses, especially the ones in the trunk? The pump itself is under the plastic cover which is under the spare tire, can you pull that off, I think there may be a fuse on the unit itself, or else the fuse is in the small fusebox in the trunk by the right trunk hinge.
