ABS Intervention Too Sensitive

Greetings Fellow Travelers,
This 2000 S430 when driven slowly will feel as tho' the ABS is trying to reduce brake effort at the left front wheel when comming to a stop.
A new LF wheel speed sensor was installed and did not repair the symptom. The hub with reluctor wheel was replaced at LF wheel to no avail. An ABS/ESP module from a known good vehicle was substituted and this remedy failed also. In the vehicle's past a new hydraulic unit was replaced for a fluid leak but the problem did not begin at that event. Also, there are no warning lights or fault codes.
Does this symptom sound familiar to anyone?

If you measured the circumference of all 4 tires would they be the same?

If you have even 1/4" difference, the shortest tire will cause a problem

Sorry,
I forgot to include that the wheels are in good shape and the tires are the same manufacturer, tread design and are worn very little.
I also forgot to say "Thank You" in my post.
